When removing wallpaper we follow the following procedures:

Move all furniture away from the walls
Protect floors and furiture from getting wet
Thoroughly wet wallpaper with a commercial grade solution
Remove the top and paper backing of wallpaper carefully, to not damage the walls
Wash the glue residue completely
Prime walls with Zinsser's "Guardz" product or Zinsser's "Odorless" primer
Skim-coat and repair drywall as necessary, spot-prine repairs and finally,
Paint walls
